Ten people expressed their concerns about and opposition to a proposed solar panel facility during public comment at Monday night’s meeting of the Elgin ISD school board.The Dogwood Creek Solar is a large proposed solar farm located southeast of Elgin within Elgin ISD’s boundaries.
