The Elgin City Council will consider decriminalizing low-level marijuana possession next month after a citizen-submitted petition proposed such an ordinance.Elgin citizens have submitted a petition proposing to eliminate low-level marijuana enforcement. Under Elgin’s charter, qualified city electors can propose a new law or an amendment to an existing law by creating a petition.
