Council discusses plan to prepare for COVID-19

Last night, the Elgin City Council discussed the city's plan for cutting back on non-essential services and protecting at-risk staff to guard against the novel coronavirus that causes COVID-19. City manager Thomas Mattis presented a draft of the plan to the council, walking them through the four levels of threat readiness, with Threat Level Four being normal conditions. At the end of the presentation, the council unanimously voted to ratify Monday's declaration of local disaster in Bastrop County, adopt the readiness plan as presented and acknowledge that the City of Elgin is now at a Threat Level Two (high readiness). All city buildings are closed to the public, and all programming has been cancelled, among other measures.
