Ten children helped count down to noon.

The Elgin Public Library celebrated the new year 12 hours early with a “Noon Year” celebration for children on December 31. Children who attended came up with new year’s resolutions, painted pictures of fireworks and made noise-makers to celebrate the occasion. As noon approached, the attendees counted down to 12 p.m., upon which balloons were released from the ceiling.
